I've never heard of this act before, but if the clip is by Mancunian Films, I presume that that firm is based in or around Manchester, England, the adjective relating to "Manchester" being "Mancunian". And I'd imagine that one Frank Randle is feautured in the film/movie. He was a comic from that area a few years ago. Widely worshipped in the north of England, but his humour didn't travel to the south. The late John Inman (whom you'll know from "Are You Being Served?") was a great fan of Randle. Apparently Frank Randle was somewhat eccentric. It has been suggested that the eccentricity was aided by alcohol quite a bit.
